Atlas Shrugged is about Atlas (the true buisnessmen) refusing to hold the weight of the world (specifically feeding all of its parasites-the progressives). So Atlas is not really physically shrugging (struggling to hold the world), he is mentally shrugging, and refusing the presumption that it is his duty to hold the world on his shoulders. Instead, he is no longer holding the weight of the world at all- the buisnessmen stop supporting the progressives and form a new nation of their own.
