: Dear Justice Thomas: The electorial collage is not in need of modification in any way. This layer of the electorial process is there to ensure that states with less population are EQUALLY represented. If it were not...the votes in states such as Idaho, montana or any other sparsely populated state would almost mean nothing and their elected local officials would equally be affected. Hence their opinions or ideas would not count (for the most part). On the other hand states such as california, new york or any greatly populated states would almost always decide the election. The electorial process is organized so that it is even and fair as POSSIBLE to ALL STATES. The U.S. government is even structured so that power is not in one place. (Example: legislative, judcial and executive branches.)Things don't get compleatly decided in one place. My point is the idea of the electorial collage works. However the devices used to cast votes should be standardized and more efficient. Thats where the problem is. Above all...I don't believe that we are trying to install a government that is consistantly one sided and or biased. That would be dangerous.
: I request that consideration be given to a proposal that I have recently learned.
: The candidate for President receiving the most popular votes wll be awarded 50 electoral votes -one per State.
: This protects small states as direct election of a President might not.
: It almost insures that the winner of the popular votes wins the electoral majority.
